Our Strategic Estates Plan
Building better care together, welcome to the future of our estate. Leeds and York Partnership NHS Foundation Trust is proud to present our Strategic Estates Plan 2025–2030.
This refreshed plan sets out our ambition to create a modern, sustainable, and fit-for-purpose estate that supports high-quality care, enhances staff wellbeing, and reflects the needs of the communities we serve. Our estate is more than buildings, it’s where care happens, where people recover, and where our teams collaborate. With over 24 primary sites and 390 inpatient beds, our estate spans Leeds, York, and beyond, supporting specialist mental health, learning disability, and neurodiversity services.
What is our Strategic Estates Plan?
Our Vision: To optimally utilise only the highest quality, modern, fit-for-purpose estate aligned with the One Public Estate (OPE) principles.
Delivery principles:
- Consolidation and rationalisation
- Optimising partner estate
- Embracing technology
- Improving building design and layout
- Achieving carbon net zero
Progress since 2018:
- Vacated 10 leased buildings, saving £1.1m
- Opened Red Kite View for children and young people
- Created new therapy and wellbeing spaces
- Installed EV charging infrastructure and prepared for solar panel rollout
Future aspirations:
- Increase ensuite facilities across inpatient sites
- Co-locate adult acute and PICU services
- Improve dementia and older adult wards
- Expand community hubs and flexible workspaces

- Safer, more therapeutic spaces: We’re prioritising ensuite facilities, natural light, and access to outdoor areas to support recovery and wellbeing.
- Inclusive design: Our estate will better reflect the diverse needs of our communities, including neurodivergent, dementia-friendly, and culturally sensitive environments.
- Improved access: We’re working to make our sites more accessible, with better signage, facilities, and transport links.
For Staff
- Modern, flexible workspaces: We’re transitioning to agile working environments that support collaboration, wellbeing, and digital innovation.
- Better facilities: From upgraded clinical spaces to improved staff areas, we’re investing in environments that help you deliver great care and feel supported at work.
- Sustainability at the core: Our estate will be greener, more energy-efficient, and aligned with NHS Net Zero goals, reflecting our shared commitment to the future.
